ABSTRACT

According to the series of Chinese Defense White Papers, since 1997 the amount of money available for weapons and equipment research and development, procurement, maintenance, transportation, and storage in the announced Chinese defense budget has climbed from about $3 billion to roughly $30 billion in 2011. This estimate is based on a one-third, one-third, one-third allotment for the three main budgetary categories of personnel, training and maintenance, and equipment. 1 However, the Chinese government provides no information as to how procurement funds are allotted among the services or how the funds are divided among the subcategories of research and development, procurement, maintenance, transportation, and storage.
