ABSTRACT
This study has grouped proposals to improve the business environment for SMEs around two basic themes: (1) industrial and educational policy, and (2) taxes and savings. The second theme seems more important than the first in terms of building stronger links between SMEs and capital markets, and in making both dynamic and successful.
