ABSTRACT
Sherry Arnstein developed her ladder (Figure 3.2) as a way of mapping out the different gradations of what ‘participation’ can mean (Arnstein 1969). Although it has often been adapted it has never been improved upon and is still referred to regularly in discussions on participation. The higher up the ladder you go the more control citizens exert over the initiative or service.
