ABSTRACT
This first approach focuses upon the third sector and views it as a means filling the jobs gap left by the public and private sectors (Archibugi 2000, Community Development Foundation 1995, ECOTEC 1998, European Commission 1996b, 1997, 1998b, Fordham 1995, OECD 1996). Here, therefore, the emphasis is upon whether the third sector can generate jobs and improve employability so as to facilitate a return to full-employment.
