ABSTRACT

This chapter reviews the trends and developments that have made lifelong learning a high priority on the policy agendas of governments worldwide. A broad international perspective is taken, with a focus on Organisation for Economic Co-operation and Development (OECD) member countries. First, changes in the technological, economic, and social environment that have increased the premium on adult competencies and skills are reviewed. Second, some of the interfaces between the education and training system and the emerging knowledge economy are described. Third, the case for making lifelong learning a reality for all is presented, in particular as it relates to new technologies. Turning to issues of implementation, the chapter then focuses on three aspects: the foundations for lifelong learning; the role of new learning technologies; and issues in the financing of a coherent framework for lifelong learning.
