ABSTRACT

Industrial activity generates millions of tonnes of waste annually, much of it extremely toxic. Nowhere in the world are there effective constraints or regulations to control this practice, and the decision-makers in industry seem largely unwilling to police themselves. Industry likes to conduct ‘business as usual’ and the typical response is to fight tooth and nail against the demands of clean air legislation, chemical regulation, water quality standards, automobile emission standards, workplace health regulations, and any other legislation designed to protect our environment. In state-controlled economies, where the state and industry are one, there are even fewer opportunities for independent monitoring or control of industrial pollution.
