ABSTRACT

Heroin is more addictive and more damaging than cocaine. It is produced by processing opium poppies

—ten tons of opium produces one ton of heroin. There have at last been a few encouraging

developments. In Britain, for example, the number of new addicts registering with the authorities

declined by 18 per cent in 1985-6 and by a further 14 per cent in 1986-7. Furthermore, heroin seizures

fell by 46 per cent from 317 kg in 1985-6 to 17.1 kg in 1986-7. Nevertheless, not too much weight

should be given to these figures as not all addicts register and the seizures are only a small percentage

of the drugs actually smuggled into the country.
