ABSTRACT

The previous chapter explains that between 1987 and 1993 the central Chinese government had not used Taiwanese businesses to help pursue cross-Strait reunification; therefore financial interests were the main focus of both central and local Chinese governments. Based on this reasoning, the interaction between Taiwanese businessmen and local Chinese governments in the period from 1987 to 1993 had involved a high frequency of meetings, which included: a mixture of formal and informal contacts; low institutionalised interaction; and no observable proof of Taiwanese investors’ influence on local government public policy.
