ABSTRACT
This chapter attempts to describe what has happened in the organisation of the centre of Government in the absence of suitable theory to apply. Organisation theory plays the role of Conan Doyle’s famous dog that ‘did not bark in the night’: the most significant thing about theory is its silence.
