ABSTRACT
The ambition to create a European foreign and security policy is a goal that runs parallel to the entire history of the integration process, from the European Coal and Steel Community (ECSC, 1952) to our own day, marked by the fourth major revision of the Treaty of Rome, which instituted the European Economic Community (EEC, 1957).
