ABSTRACT
It can be surmised from the many policy statements of the Iranian leadership, including Ayatollah Khomeini himself, that the revolutionary Islamic Republic aspired to surpass the capitalist and socialist models of development. But, as will be shown below, to all intents and purposes, by the end of the 1980s the Islamic Republic had managed to create a mixed economic system within which the state sector played the dominant role.
