ABSTRACT

The term complexity does not mean an absence of order: the organizations and actors are integrated in a variety of policy networks. The objective of this chapter is to describe these networks and the ways in which they have changed in the postwar period. Chapter 2 provided a broad-sweep theoretical account of SCG; this chapter adds the detail necessary for understanding the networks ‘in action’. Chapter 3 introduced the major participants and identified the main trends in relationships; this chapter details the fluctuating relationships in a series of case studies.
