Thinking about numbers, if you can reduce the number of people exposed to a risk, then that counts as risk reduction. If a similar level of risk applies to pupils and staff and you can take the risk away from the pupils, then you have reduced the risk. Be careful here, though, because we are concerned with the safety of everyone on site – pupils and adults. My experience is that in schools, once you have dealt with maintenance issues and certain personal safety situations, most hazards affect most people. The difference is how well they are equipped to cope with them – how competent they are.
