ABSTRACT

The central argument running through this book has been that, in order to do justice to the plurality of environmental (and nonenvironmental) values and commitments of citizens, decision-making processes ought to promote and enhance democratic deliberation. Particular attention has been paid to the analysis of possible mechanisms of transmission of public opinion, specifi cally mediation, citizen forums, and referendums and citizen initiatives. The aim has been to show that there are feasible alternative designs to the appraisal techniques, such as CBA, that are widely used in contemporary liberal democratic institutions.
