ABSTRACT

The previous chapters have dealt with two major questions. One is what capacity the Argentine, Brazilian and Mexican states have exhibited to date for the promotion of science and technology activities. The other is how far the existence or lack of such a capacity is to be explained by political factors. These two questions demonstrate the scope of the study. The objective has been to explore political conditions for science and technology policy design and implementation, not to describe the outcomes of public policies for S&T, nor to explain state activity in this field.
