ABSTRACT
It has become fashionable to describe UK higher education as having shifted over the past decade from an ‘elite’ to a ‘mass’ system. It has certainly grown, when measured by the number of students, the number of institutions concerned, and the level of personal and social investment. But this growth has been neither steady nor straightforward.
