ABSTRACT
As indicated above (chapter 1) greater fairness in the distribution of the benefits of higher education (by age, gender, class, and disability) has critically-been a concomitant of growth, but by no means a linear one. Growth has meant increased fairness, but this has been a painfully slow process and in some cases the gap has been widening.
