ABSTRACT

This chapter is concerned with the cost to public finances of full-time and sandwich students’ non-completion in English institutions. In 1994-95 this cost had three components-core funding, tuition fees and student maintenance awards-in respect of which a number of technical assumptions had to be made. Profiles of cost are built up on the basis of different conceptions of noncompletion and a best estimate of the cost to the public purse is derived.
