ABSTRACT
In order to develop the knowledge of what planning does by monitoring the effects of its activities we need consistent and systematic methods. This raises special problems in the social sciences and policy areas such as planning. These problems revolve around the question of whether and how far the methods of the natural sciences can be employed or are appropriate in studying an activity such as planning.
