ABSTRACT

At the time the foregoing was being written and discussed there arose a persistent academic demand for an illustrative scenario. That desire to put the picture in a frame was deliberately sidestepped because the factors affecting and influencing military intervention are so diverse that it would be a mistake to attempt to suggest a template scenario. Some time after this concept had been drawn up, however, the Iraq/Kuwait crisis arose. It seemed a reasonable exercise or concession in lieu of a scenario to relate the theory to the actuality. Iraq’s invasion of Kuwait was notable for two reasons. It was the first post-Cold War crisis and it was also the first occasion in the UN’s history that one member state had claimed to annex the territory of another member state.
