ABSTRACT
In the last two chapters it has been shown that the concept and application of development policy has been undergoing radical change since the mid-1970s. In fact, a new approach emerged in the 1980s which held that development potential available in the territory should be put to use through local initiatives in order to achieve growth in cities and regions.
