ABSTRACT

The enhancement of innovation systems is critical to maintaining and improving economic competitiveness and sustained capacity for further innovation. This effort will be successful only if all critical sectors of the economy are revitalised. In particular, any national innovation policy must recognise that the quality of the built environment affects all other aspects of the economy. A modern, durable, and flexible physical infrastructure is a necessary precondition for sustained innovation and competitive capacity; a decayed and unresponsive infrastructure will retard development throughout the economy.
