ABSTRACT

What kind of world will the US face in the twenty-first century? How should it respond to the new threats and challenges? What resources will be required? There is never any shortage of material from commissions, think tanks, and other experts to guide administration in the formulation of US foreign policy. In 1999 and 2000 a number of major reports were compiled by leading foreign policy practitioners and analysts that assessed the future international environment in which the US would have to operate. The reports all provided excellent reviews of the problems, including terrorist attacks, that the US would likely face in coming years. Prior to the attacks of September 2001, their analysis and recommendations were hardly noticed. Afterwards, the authors were rarely off the lecture circuit and the talk shows.
