ABSTRACT
This chapter focuses on TVEs and their relationship to community governments (townships and villages). TVEs are sites of SV production within capitalist class structures. These enterprises are capitalist for two reasons. First, the SV produced within these sites is not appropriated by the direct producers. Second, the labor power of these direct producers is purchased under the conditions of a capitalist labor power market.
