ABSTRACT
For more than four decades, Cuba has been the most prominent model of socialist development in the Third World.1 It was the Revolution of 1959, led by Fidel Castro that laid the foundations for the political system that prevails today. This situation makes for a highly specific context for the political and developmental debate about the new information and communication technologies in the Third World.
