ABSTRACT

At the founding of the Organisation for Economic Cooperation in Europe (OECE, now called OECD), Switzerland had to decide how to shape its relationship with Europe after the Second World War.1 The Federal Council explained its basic readiness to embrace European and worldwide solidarity, with the following conditions: (a) no change in neutrality policy; (b) preservation of autonomy in economic policy; and (c) maintenance of autonomy in trade policy.2
