ABSTRACT

This drama contained three acts, taking place on three battlefields in the form of three conferences held in 1967. All three conferences-February in Honolulu, Hawaii, August in Langley, Virginia, and September in Saigon, South Vietnam-revolved around the order of battle, who was responsible for the numbers, and just who constituted the enemy. Early on, it appeared the Military Assistance Command, Vietnam (MACV) and the Central Intelligence Agency (CIA) had reached a meeting of minds, but with a change of leadership within the MACV intelligence organization, the battle was soon joined.
