ABSTRACT

The havoc raised by natural disasters extends far beyond physical destruction. Hurricane Andrew resulted in surprisingly few serious injuries and deaths, especially considering its strength and landfall in a large urban region. The human suffering caused by disrupted lives and relationships, however, has been extensive. The destruction of homes, businesses, and neighborhoods blew away the infrastructure on which the daily lives of hundreds of thousands of people depended. The initial shock and chaos was only the beginning ofweeks, months, even years, marked by tremendous demands, changes, and emotional upheaval.
