ABSTRACT

The EC has implemented an ambitious programme for Europe’s audiovisual industry, first through a pilot phase from 1986 to 1990, and then through the first 5-year MEDIA Programme, which was completed at the end of 1995. Described as ‘an economic support mechanism for cultural activities’, MEDIA’S system is not based on a straight, non-returnable subsidy. Instead, the majority of its working practices are conducted through seed capital, which tends to be soft-loaned by most MEDIA projects.
