ABSTRACT

The scope of ‘foreign’ policy differs from that of ‘imperial’ policy, although there are clearly occasions where they overlap. They are therefore covered separately, with additional consideration of any relevant interconnection. ‘Foreign’ policy would have been the responsibility of the Foreign Office. It would have been concerned with relations with other governments over issues involving British interests – but not necessarily over British possessions (the initial responsibility for which would have been the Colonial Office with a particular focus on ‘imperial’ policy).
