ABSTRACT
The issue of political parties has been left until this final chapter since so much that is relevant to it has already been covered. A parliamentary system presupposes the existence of organised political action and much of the careers of Gladstone and Disraeli was devoted to this. The common unit of organisation was, in all cases, the political party. Everything, therefore, comes within its scope.
