The importance of the referral process has been underscored in the recent research done by Y sseldyke et al. (1983). Apparently, once a teacher refers a child for evaluation, the child's chances are high for being labeled as handica pped and placed for services. They indicate that 3%-5% of the schoolage population is being newly referred each year for psycho-educational evaluation. Of those who are referred, 92% are tested. Of those who are tested, 73% are declared eligible for and placed in special education. Without question, it is critical to begin at the point where the teacher efers the child, if the problem is to be resolved within the regular classroom setting.
