Over the past several years, increasingly insistent voices have been raised regarding the need to change how we should respond to children who are experiencing school learning problems. The dysfunctional special-education and regular educational systems have been described in detail(e.g., Anderson et aI., 1985; National Commission on Excellence in Education, 1983; National Association of School Psychologists (N ASP), 1985; Reynolds & Wang, 1983; Wang, Reynolds,& Walberg, 1986; Ysseldyke et aI., 1984). The conflict in San Francisco over how to assess minority children for specialeducation placement has led that district to ban the use of intelligence tests for special-education classification and to an intense controversy over how to provide valid assessments which will determine instructional needs rather than IQ scores (Cordes, 1986).
