ABSTRACT

Accounts of the revenue of the provinces are always kept, shewing income and expenditure; the advantage of this is that a salutary watch can be kept upon spending; any items which need to be reduced (and the money not spent) can then be cancelled. If someone has something to say concerning income and proposes an increase, his words should be heard, and if what he says has some justification, the money should be raised; thus if it appears that there is any extravagance or waste of money, by this means it can be checked, and thereafter the true state of affairs will not remain concelead.
