ABSTRACT
The distribution of the LETs is notable, and it is also notable that LETs have avoided some parts of the benefi ciary system. LETs on individuals are rare (those on students being really minor exceptions on transient populations). LETs seem particularly concentrated in the middle part of the system – on developers and property owners. Why might this be? Is it simply politics, or is it practical considerations in designing a LET mechanism?
