ABSTRACT
It is clear that moral principles are developed in human society within particular cultural contexts. This means that different cultures will have developed different systems of ethics which may well dictate different moral principles to govern similar situations. So not only is some scepticism warranted when addressing the issue of the ethics of political behaviour within states there are particular difficulties when it comes to investigating the role of morality in relations between states.
