Therefore, when government officials realised that the deadline they had set for the construction of a key project was not going to be met, and that, in addition, the quality of the work and safety measures had greatly deteriorated, they ordered a campaign to be waged on the site. The drive was to encourage harder work, while at the same time promoting greater attention to quality and safety standards.
