ABSTRACT
170Development corporations were established by central government from 1981 onwards in order to promote investment in run-down areas. They became planning authorities in their own right with the power to give planning permission to any development proposal they wished, and they took this responsibility from locally elected councils. It was not surprising that they were heavily criticized: their boards were not elected and they often took no account of local needs and opinions.
