ABSTRACT
Civilization is, at least in part, a process by which the inter-ests of all the people and life forms on earth are protected against the interests of any one individual group of people or species. This process is not easy. How can individual liberties be protected if they threaten the liberty or life of others? How can the natural desire to progress and achieve be balanced with the equitable distribution and prudent use of resources?
