ABSTRACT
Measures are proposed that will encourage the private sector to develop, own and operate green developments, here defined as urban buildings or projects with greatly improved environmental and energy performance. It is suggested that the proposed approach will have beneficial collateral effects on urban development patterns as well as increasing the supply of high-performance buildings.
