ABSTRACT
The monarchies of the Arabian Peninsula form a solid conservative bloc in the Arab East, with the vast, oil-rich kingdom of Saudi Arabia as their leader. Based on tribalism and adherence to the most orthodox and restrictive interpretations of the Koran and the Sharia, these regimes are as enthusiastic about encouraging private enterprise at home as they are reluctant to share power with the elected representatives of their subjects.
