ABSTRACT

Many issues remain to be tackled, and there are no easy or quick fixes for any of these, especially conditions such as pervasive poverty and high costs of living. There have been many successes as well as ideas, programs, and projects that didn’t work. While Burlington is doing well, there are still many strides to be made (for examples, see the Legacy Plan’s 2010 Report Card, link provided in the Resources section of this chapter). Progress evaluation is part of the process and helps to show where Burlington has been and set direction for where it needs to go for the next 20 years. Progress evaluation is essential as it helps identify and redirect strategies and approaches that aren’t working, as well as those that do work.
