ABSTRACT
A section can be defined as a group of workers under one supervisor. Sections are grouped to form larger administrative units. The problem is to determine the basis for grouping jobs into sections and sections into departments and higher administrative units. Why, for example, should ‘K’ in Fig. 3 be grouped under ‘G’ rather than ‘F’ or ‘E’?
