ABSTRACT

European statesmen and diplomats who assembled at the Congress of Vienna after the final defeat of Napoléon in 1815 were in agreement about many things. Any kind of universally destructive war like the one in which they had just been engaged must be avoided in the future. Anything, anywhere, which savoured of 'revolution' must be put down. Current disputes, and disputes which might arise in the future, should be settled between the Great Powers, within the ambit of what was coming to be called the 'Concert of Europe'.
