ABSTRACT

Toronto provides a unique example of the ways in which a provincial government responded to urban change, fiscal concerns and political uncertainty by focusing on metropolitan reform. It is a city where economic development has often been accompanied by a lively debate on governance and the quality of life, in which the media, experts and a large number of independent bodies have been involved alongside administrators and planners. Public involvement has mushroomed in recent years and is most readily apparent in decisions relating to urban renewal, the redevelopment of the city centre, the expansion of expressways and the protection of neighbourhoods and the environment.
