ABSTRACT
Health care nancing has been a key area for reform in health systems. As discussed, changes to the ways in which resources for health care are generated have implications for how, and how well, a health system operates. This chapter considers reforms in health system nancing, focusing in particular on the various interactions between user fees and tax and insurance mechanisms. Governance arrangements for provider institutions within health systems have also been the focus of recent reforms and are reviewed in this chapter.
