ABSTRACT
Since 2000, LEAs have been delegating funding for most services to schools. At the same time, government has indicated a new role for special schools in delivering outreach services. However, the 2005 Ofsted report found that too little guidance had been given as to how outreach services should be delivered and fit into local provision. They also stated that lack of long-term funding had undermined their ability to plan strategically.
