Particular emphasis was now put on ‘partnership’ not just within policy fields or at problematic boundaries between them (as with the health and social care interface) where that had emerged as an issue from within particular vertical policy communities. It was elevated to the level of a general principle, ‘superordinate’, and supposedly cutting across all relevant vertical public policy fields.
