One development closely associated with the mainstreaming diagnosed in Chapter 3 has been the increased frequency of parliamentary debate on the subject. Prior to 1996, the previous full debate had been nearly 50 years earlier, at the time of the release of Lord Beveridge’s Voluntary Action (1948). But between 1996 and 2000, four debates in the House of Commons and the House of Lords took place.
