ABSTRACT

The role of the balance of power factor within regimes for cooperative security is analysed in this chapter by examining the formation and workings of the ARF. Its establishment and institutional evolution were discussed in Chapter 1 through an associative perspective. The object of this chapter is not to provide an adverse interpretation but rather to complement our previous analysis by illustrating one specific aspect of the creation and operation of the Forum, namely the possible influence of the balance of power factor on the calculations of some participants. This factor can influence the modalities of a cooperative security regime by aiming to contain a disposition to hegemony on the part of a rising power.
